TSCA Incinerator – The Toxic Substances Control Act (TSCA) Incinerator located at ETTP in Oak Ridge, TN, plays a key role in treatment of radioactive polychlorinated biphenyl (PCB) waste and hazardous waste ("mixed waste") from the ORR and other DOE facilities throughout the DOE complex. The TSCA Incinerator is permitted by the State of TN to store and treat hazardous waste regulated under the Resource Conservation and Recovery Act (RCRA) and operates under Environmental Protection Agency (EPA) approval to treat PCBs regulated under TSCA. The incinerator is owned by DOE and operated by BJC. SLIND’s ongoing support to the project has included filling the following positions and conducting the following functions:

• Acting Safety and Health Representative
• Environmental protection, assessment and compliance program implementation -Permit maintenance and revision -Air modeling
• Permit compliance coordination between TSCA Incinerator and waste water treatment facilities
• Logistics (transportation) oversight
• Subcontract strategy technical support
• Public meeting information preparation support
• Records management
• Procedures development
• ISMS coaching and coordination

Environmental Management Waste Management Support – SLIND provides ongoing functional regulatory compliance support primarily for waste management issues associated with the RCRA and the TSCA issues at the ETTP, the ORNL, and the Y-12 National Security Complex. SLIND responsibilities include:

• Technical support for hazardous/mixed waste compliance issues
• Regulatory submittals
• Reporting, permit modifications, RCRA closures
• Daily assessments of waste storage areas
• Any compliance activities at BJC hazardous waste management facilities,
• Evaluation of offsite Treatment, Storage, Disposal, and Recycling Facilities (TSDRFs) that the DOE utilizes for waste treatment or final disposal (This ensures that the TSDRFs utilized by the DOE have all relevant permits, an adequate compliance history, and pollution liability insurance in the event of an accident or to reduce future environmental liability.)

ORNL Liquid and Gaseous Waste Treatment System – The ORNL liquid and gaseous waste treatment systems were primarily constructed between 1950 and 1989.ORNL currently generates approximately. These systems although slated for replacement are actively operated and maintained by BJC .
